Municipal Organization Review and Evaluation (MORE)

Local governments in Florida are not only attempting to continuously improve, but are facing a number of major operational challenges: increasing the availability of high quality services, preparing for the pending property tax reform, and addressing its aging urban infrastructure coupled with rapid population growth. Although most are working diligently to increase efficiency and effectiveness, there are few truly integrated tools for assisting with the assessment and solution phases of the improvement process.

The Florida League of Cities developed Municipal Operations Review and Evaluation (MORE) as a multi-faceted, state of the art tool for assessing performance, identifying priority areas, and designing meaningful recommendations for improvement. It is designed to include employees, managers, and citizens in a structured, survey process coupled with benchmark, best practice, and budget analysis. The results of our analysis will be provided as an overall report on your government, its efforts, and its performance.


Administrator:
Each City must select an “administrator” who will be responsible for the survey set up and data collection. The sections include general information, budget, staffing, and best practices for each unit or department.

Management Survey:
The Management portion of the MORE process is designed to collect the opinions of local government supervisors and managers. The survey seeks to poll employees on a variety of topics related to internal operations, customer satisfaction, and efficiency in service delivery. The questionnaire includes sections on management, resource allocation, processes, service delivery and quality of services.

Your responses will remain anonymous and will be utilized for aggregate calculations only. Please answer each question honestly and to the best of your ability. When the question asks about your department, please focus on the department you currently work in at the time of the survey.

If the question is more general, please answer for the organization as a whole. The results of the survey will be provided to you in the future as a report comparing your government to its peers statewide, regionally, and those with similar populations.

Staff Survey:
The MORE staff survey is designed to collect the opinions of local government employees. The survey seeks to poll employees on a variety of topics related to internal operations, customer satisfaction, and efficiency in service delivery. The questionnaire includes sections on: management, resource allocation, processes, service delivery, and quality of services.

Your responses will remain anonymous and will be utilized for aggregate calculations only. Please answer each question honestly and to the best of your ability. When the question asks about your department, please focus on the department you currently work in at the time of the survey. The survey seeks to poll residents on a variety of topics related to customer satisfaction, responsiveness to the public, and efficiency in service delivery. The questionnaire includes sections on: management, resource allocation processes, service delivery and quality of services. Your responses will remain anonymous and be utilized for aggregate calculations only. Please answer each question to the best of your ability.

The results of the survey will be provided to you in the future as a report comparing your government to its peers statewide, regionally and those with similar populations.
