International Relations Programs and Training
Training for participation in international events was seen as a necessity early in the development of the Florida League of Cities' International Program. As part of the International Relations Committee, an Academy Sub-Committee was formed to clarify plans for a training element and to determine municipal needs for international involvement.

The result was the concept for an International Academy, the first of which was held in August 2000. Since then, an Advanced Academy and a Round Table program have also been developed.

  • The 2007 Convention of the World Conference of Mayors
    Where: Port-au-Prince, Haiti
    When: November 28 - December 1, 2007


    The primary objective of the World Conference of Mayors is to stimulate positive and constructive relations between mayors internationally, based on interlocking interests and concerns. Through a network of international municipal associations, mayors and units of local governments, the World Conference of Mayors plans, designs and manages an international, intergovernmental communications system, promoting trust, trade, tourism, technology, treasury, training and twin-city programs and services between mayors and cities of the world.     International Academy, Basic Course
    Designed for those with little or no international experience, the Basic Course Academy offers instruction in such areas as:
  • understanding international relations,

  • international etiquette,

  • protocol, and

  • the role of government in developing international programs.


  • Each participant is also provided a unique resource book, which contains valuable information in each area of instruction.

    International Adademy, Advanced Course
    The International Academy, Advance Course, is designed to assist your city in formulating a practical, simple plan for international involvement, and to educate elected or appointed officials interested in international municipal opportunities.

    Attendees will learn to understand Florida’s advantageous location for international involvement; protocol for elected officials; how to use existing organizations, policies and grant money to achieve your city’s international involvement; how successful programs have been built; and how to develop a plan for your city. A comprehensive international resource book is provided, as well as a “build as you go” international plan for your city.

    Round Table Program
    An International Round Table is a half-day event designed specifically to increase interest in global affairs and expand local expertise in developing appropriate and beneficial international city programs. International Round Tables are designed to be of limited time and scope to minimize costs and time away from regular duties. They last for two to four hours and generally include a working lunch. Local municipal officials and business people with international experience participate and will be available to answer your questions, share experiences and offer international possibilities for your area.

    This program is directed at municipal officials and employees who want to learn about international possibilities for their villages, towns and cities. It is not designed for experts in international activities. Participants can examine elements of relevant international city programs, expand local expertise on global possibilities, and explore local assets in becoming a global participant.

  • City of Tarpon Springs - March 21, 2002 (with the cooperation of Suncoast League of Municipalities and Florida Institute of Government at USF)

  • City of Fort Lauderdale - June 24, 2002 (with the cooperation of Dade, Broward, and Palm Beach Leagues of Cities)

  • Town of Redington Shores - November 18, 2002 (with the cooperation of the Town of Redington Shores)

  • City of Aventura - January 16, 2003 (with the cooperation of the Miami-Dade League of Cities and the City of Aventura)

  • City of Palatka - September 12, 2003 (with the cooperation of the City of Palatka and the Northeast Florida League of Cities)

  • City of Jacksonville - May 27, 2004 (with the cooperation of City of Jacksonville and Florida Coastal School of Law)
